Elijah Cummings, ranking Democrat of the Criminal Justice Subcommittee, along with others write to HHS Secretary Tommy Thompson to protest HHS actions that contradict the Institute of Medicine's expert recommendations on how to eliminate racial and ethnic health disparities.
